In the link there is a difference statistics ( for 96000000 ) between :

1 each 1 - 8 like : 54628173

And

8 different digits like : 92184360

Now I want to buy 2 X 1 each 1 - 8 like : 54628173

My bad for the lack of knowledge ... but appears to me to be bills ready to spend ... no added collector value.

I certainly would have not noticed anything unusual.

Why are these special.

I've only found one bill that had 2 through 9. I'm not sure of the value for these either but for a new $5 might as well save it.
