1996 Specimen Toonie Rim Doubling, Error?

I have this very shiny toonie found in circulation. I found it kind of strange that it has no wear or apparent tarnish even though it was minted 1996 so I did a bit of digging and found out it was a specimen toonie. My scanner won't scan the lines on the toonie. And the glare is on different directions, the two coins were facing differently when they were scanned.

It looks like it has a rim doubling on top (Above CANADA on the reverse and on the whole rim of the obverse). Is it, or am I wrong? My eyes are badly astigmatic so I don't see things very sharply (even with correction) even when I stick the coin so near to my eyes that I can hardly focus on them.

Is this an error?
And are specimen coins worth more than regular circulation coins?

Regular circulation toonie (looks a bit off centre? 2 o'clock side seems thicker):

Should I get a magnifying glass with the magnification up to 5x? I read that the recommended minimum is 7x but I haven't found one with that magnification yet. Should I just get the 5x magnification anyway? Thing is I don't want to spend twice.

All toonies have a lined finish - sadly I am not knowledgeable enough with specimen strikes to be able to tell you any more with these pictures. It could just be a nice normal 1996 toonie, but still worth keeping (because most have been heavily worn by now).

I keep all 1996 toonies I find because it is first year minting and first year minting has some errors as far as I know. And yes all of them are very heavily worn except for this one.
I've looked at all the 1996 toonies I have (8 of them so far), and none of them has a rim like this like the specimen

You can see 2 distinct inner lines there. On the others there are only one.

I just looked at all my toonies, and none of them has that kind of rim. The rim is actually on 2 different levels. There is one solid rim higher than another solid rim and they are sort of like stairs. Other toonies' rim look like a slope.
All of them also have a lined finish but they're not obvious. With the other coins you have to look very closely to see the lines.This coin has quite obvious lines.

It's very hard to find a nice 96 toonie in circulation. I just went through a good 150 or so of them and I did find 3 or 4 that had a rim like that but none were specimens.

Nicest '96 I have. Brought it to a coin shop and had it confirmed as a "very nice business strike". Not a specimen. '96 is the most common year to find for toonies because of the very very high mintage compared to other years, but most of them are worn or damaged. Very lucky to find this in circulation.
