From a reputable source is $20 over gold spot price a fair deal for a circulated example? I'm and intersted in owning it for gold value more than collector appeal.

Sounds a little steep to me but then they are much more plentiful in Europe so difficult for me to say whether that would be a fair price for where you are.

Depends on how circulated really. If it's a solid XF-AU then $20 is fair but if you're getting into the VF range then its only worth spot really. They're a lot more common than you think.
