How different are prices for ICCG and PCGS graded Canadian coins? As an example, if you had a ICCG PL66 1967 Dollar vs. a PCGS PL66, would the retail values be dramatically different?

I assume you mean ICCS.
For PL coins the retail value would be about the same.
For other coins the value could be different.
"Dipping" is not considered cleaning...

Any proper Canadian coin collector will pay a good bit more for a coin in an ICS holder. For Canadian Coins ICCS marks harder. An AU-55 at PCGS is usually a AU-50 at ICCS. A VF-20 is an F-15 and so forth.

The poster may be meaning ICG (Independent Coin Graders out of Tampa, FL)in which case the coins would likely be significantly over graded. Again, with respect to ICCS vs the large US TPGs, although examples of grading disparity exist, to claim that PCGS and/or NGC is consistently higher grading Canadian coins is simply false, especially over the past few years. Saying that, it would be correct to state that if and when such disparities exist, they are generally in favour of the US TPGs being higher.
