Looks like the plating was almost liquid when the coin was struck.
"Dipping" is not considered cleaning...

I've never seen anything like this, especially on both sides.

Its all chips and pits common in 2001 and 2002. Yours is exceptional, I've had several like it though mostly in 2001s.

ha ha I just meant exceptionally bad. I put a few of these on ebay just to see where they might go, they sold for 3 and 4 dollars each. Hardly worth the effort really.
