With "COLONIA" just about the only part of the inscription that's legible, it's a safe bet to say it's "Roman Provincial", also known as "Greek Imperial" - a coin issued by a Roman colony for local use.

Which colony? That's a harder question to answer. "Colonia" was part of the name of many coin-issuing cities, and Roman Provincials are among the most complex and least studied of ancient coinage. I don't have a definite answer for you, but I think I can help narrow it down.

The portrait on the obverse looks "early" - 1st century AD, or perhaps even 1st century BC. I can also see at least one countermark on the obverse, possibly two. Coins like this were countermarked some time after they were first issued, to re-validate them for circulation or sometimes to validate them for use in a different city, or as military coin for use by a certain legion.

I think Roman Spain is a likely candidate - something like this coin from Colonia Patricia, now known as Corduba.

Looks early Roman, but I'm not sure.

Apart from forums like this, no. For the most part, dealers who give "free appraisals" are offering the amount they'd be prepared to pay up front, then and there, to buy them. If you want the dealer or expert to sit down with their catalogues and attribute each one properly, that takes time - and time is money.

You can "do it yourself" on sites like Wildwinds and CoinArchives, which are online databases of coins which have been sold recently either on ebay or in major coin auctions.

Another good reference site is FORVM Ancient Coins - a dealer website, which has a database of past sales, an excellent database of fake coins, a forum with all sorts of experts in specialised fields, and a for-a-fee online appraisal when all else fails.

Aha! I should have followed my own advice and looked at CoinArchives - I found this one which seems to be a match for yours:
Help-With-This-Coin
The auction it came from is in German, but as near as I can translate it's from "Colonia Julia", a mint of uncertain location, somewhere in Cilicia, southeast Turkey. Emperor Augustus (27BC-14AD) with title PRINCEPS FELIX on the obverse, two cattle in colony-founding ploughing scene on reverse. The CoinArchives coin (which doesn't have the counterstamp) went unsold in May 2006 with an estimate of 80 euro.
