I picked up a roll of dimes from the bank today. It came in the clear plastic shrink wrap, and all the coins look fresh from the side of the roll.
The one coin on top indicate it is a 2013 roll.
Did the 2013 dimes come wrapped in plastic from the Mint?

I'm not a dime collector, but I do not believe the coins come from the mint in plastic. The banks may re-roll the coins by themselves, the Federal Reserve may do it, or a designated place like brinks or other 3rd party. I know typical retail coins bought from the US Mint come in a white label, usually with printing that it came from the US Mint. They also come in bag or boxed quantities.
Once others say their opinions, and it is not a method that is used by the mint, I'd ask them if that plastic is PVC safe for the coins - if your planning on holding onto them for quite some time. I don't currently have the time to look up the potential value of say a MS68-70 dime, should one exist in the roll you have. Its totally up to you what you do with your rolls, but if it is deemed not rolled special in any way, there wouldn't be any harm in using great care, examining and rerolling them into say a crimped end paper roll.
As with the handling of any potentially uncirculated rolls and coins, I highly suggest the use of cotton inspection gloves. A dozen is pretty cheap and you only need to use one at a time. Most are reversible, and some are washable. They last a pretty long time. It will keep your coins finger print free and keep the coins as close to mint as possible.

I always thought that the plastic wraps were brand new, but that's not always the case. Best thing is to check both sides and the lustre.

From what I under stand the RCM now sends the coins to Brinks and they wrap (in plastic) and ship to all banks and stores.

I guess the one you got is from mint. I got same 2013 dime from a store.

I picked up another two rolls from the same bank today, and they were exactly the same wrap, 2013 issue too. Everything leads me to believe that these are indeed the new uncirculated rolls, issued by the RCM and rolled by Brinks. Only unfortunate thing about the Brinks wrap is both of today's rolls were wrapped with the Reverse side facing outward on both ends

Who knows if they are still in plastic. They have already done loonies and quarters in paper (UNC). Dimes too?

yes, typically new coin shipped from the RCM comes in the shrink wrap. If the bank still has the box, it's easy to confirm. Some coins like the 2013 Arctic series came in paper wrappers like most of the security companies use. You can tell the Mint ones apart because the font on the paper is very clear. The font on the paper from the security companies is a bit blurry.
