All I have is a picture, no weight or size. I thought maybe Switzerland (Zug) or possibly Sweden. But so far no match.

I have seen bears on alot of German States coins. Hope that helps

That certainly matches the heraldic bear of the city of Bern, Switzerland: a bear passant sable, langued, armed and vilené gules, meaning a walking bear in black, with tongue, claws, and, um, the naughty bits, highlighted in red. The Bern bear is nearly always facing left, but those naughty bits, they're essentially a trademark.

And here's your bear, though with a counterstamp, from an 1872 copy of Beschreibung der bekanntesten Kupfermünzen. Under the section, "Bern."
Description: 33094. 'Av. Der nach links schreitende Bär, darunter 1617 Rev. Ein Hackmesser und Bibel kreuzweise über einandergelegt. Gr. 10. Silber und Kupfer. Tafel 72.

I had considered Bern but I thought that the Bern bear always faced left. And of course the other question, what is it? There's no denomination and it doesn't match any coinage of the time. Token maybe?

The crossed tools on the reverse suggest a token of a trade guild. The blade is a Zimmermannsazt, or carpenters' axe, which features in the heraldry of Swiss carpenters' guilds. It's crossed with a t-square, either as another tool of the carpenter, or perhaps to indicate a merger with another guild, of cabinet-makers, or perhaps even masons. One of the dozen major trade guilds in Bern is the Gesellschaft zu Zimmerleuten, and their current incarnation, dating from 1688, is a confraternity of carpenters, wheelwrights, coopers, woodworkers, and roofers, which is reflected in the quartering of their current arms. This is the statue of the Zimmermann gracing the guild house in Bern, with Zimmermannsaxt in one hand, and trisquare in the other:
