Difficult to photograph but this appears to be die damage through the reverse. It's on the leaves and under the leaves as well.

They look like linear gas bubbles or planet striations. I think it's most likely the former.

Zoomed right in I see the entire coin is covered in gas bubbles of all shapes and lines.

The entire coin is only scanned at 600. I usually scan at 1200, but then have to resize, so some detail may have been lost.
