Did you make those scratches to determine the metal?
Feel free to call me Will.

If you don't know the weight accurately, there are three ways to find out: 1. Ask a kid to take it to the local high school or college to be weighed on one of their mass balances. 2. Take it to your local pharmacist; he may be co operative 3. Take it to the closest coin dealer.
Looks like it has been nickel plated to me, at the local high school chemistry lab.

If you have access to vernier calipers or a micrometer screw gauge, it would be possible to compare rim thicknesses directly, down to about 1/20 mm.

What I do is the poor mans method, take a sharp pic ,bring it up on my computer screen, and use a 12" ruler! What I see is a normal 1980, at just under one and three quarters, and the off colored coin measures in at just under one and a half inches! Please don`t laugh at me, I`m not rich, so I have to resort to seat of my pants techniques. I know its hardly scientific ,but it gives me a general idea!lol! Thanks for your input!

Go to local post office ask them to weigh it, if its close to a dimes weight, you have a well centered struck on a dime or foreign planchet

It looks like a planchet error to me based on the picture. 1979/80 planchet errors are relatively common (along with clips and off-centres). It could be a foreign planchet error.
