Another rookie question guys,sorry !

When they give the width of a coin at RMC does it include the extra with of the capsule ?

I don't think it does but could be wrong ? Would the slots in a display box have to be a little bigger to allow for the extra width of the capsule ?

I'm just wondering if I'm looking at this the right way.

I should think so.
If you ask this, then you have to ask:
"Does the weight of the coin include the holder?"
The extra dimensions only come into play when
a display needs to be precisely cut to accept the holder.
Doesn't the RCM send out coins in a display box?
Your logic was quite sound.

No one publish the coins' dimensions in the holder (of any type). Just the coin size.
RCM common diameters:
27mm - 1/4oz Silver coin
34mm - 1/2 oz Silver coin or 1 oz Piedfort SML (2010 or 2013)
35mm - oversized base metal coloured quarter (Birds , GITD series...)
36mm - Silver Dollar
38mm - 1oz NCLT coin (different denominations: $5, $20, $25)
40mm - some of the recent 1oz coins, like $100fo$100 and "Seven Sacred Teachings"

Now, as I guess, you question also related to the boxes and capsules.
So with the capsules is clear - for them mentioned which coins they will fit.
Boxes - much complex - since there is no real "independent" RCM boxes (all of them related to some set), so if you want to reuse them - remember, they designed for RCM capsules (that the Mint probably outsourcing them from the Europe). And the boxes of the different manufacturers usually fits the "air-tites" capsules standard (you can take a look at the charts in their site).

Quick and simple example:
1oz 38mm RCM coin you can perfectly incapsulate in:
*RCM 38mm capsule
*LighHouse 38 mm capsule
*Air-tite direct fit H-size capsule
*Air-tite ring type I-size capsule
But only and only RCM capsule you can put to the 2013 O Canada 5 coins box (1oz set).
