Having trouble identifying this one. Looked at all the online resources I can think of - nothing.

I can't find anything with this size and weight.

Looks like Sear 4724 RIC 1393 to me. CONCORDIA seated left holding flower left arm resting on cornucopia. Sometimes they may be a bit light weight but it looks official.

Rather eerily it looks like a head facing on the ground under the seat !
I am not sure what it is supposed to be but it looks rather odd.

Yes it does look a little spooky. I think it is a globe, the description for this type is cornucopiae set on globe beneath seat.
