Not a RPM. RPM's are not possible after 1989 because that's when the mint started putting the MM on the master die and stopped hand punching the MM on each working die.

It is Machine Doubling. You can see the metal striations from the edge of the die on the top of the mint mark. Spendable.

How do they give you the extra cent? I thought they didn't use them in Canada. LOL

Now if you used three nickels that would =18 cents, would they round that up to 20 Cents?

The paper work we have to go through to send coins into Canada, would shock you. You will have to sneak across the border and smuggle them in. LOL I know they check people that travel into the country for that.
