Well the coin was struck at least three times but it is not oversized. That means it was triple struck IN the collar. I would say the rev was the anvil die and the obv (hammer die) was loose and shifted slightly between strikes. The first strike was shifted toward 6:00, the second it shifted up toward 12:00 and for the final strike it had shifted about halfway back toward 6:00.
