I found this coin as the main coin for 1946 on coinfacts, and I can compare a few of my 1946 cents to that. I just think the chatter is way too much on the shoulder, and the reverse is less than flattering.

Is this one if those coins that gets the high grade on technicality? Luster is completely intact and the feilds are practically spotless. All the bad stuff that you can find is in the right spots to where its not really that noticeable unless your just looking for it. A critical eye can find the bad stuff...but over all is eye appealing. LWCs and LMCs are hard to grade I think anyway...seems like you could have 10 opinions of a Lincoln Cent and they'd all be cimpletely different.

I digress...

The base of the shoulder is the highest point of relief on a Lincoln Cent. If the planchet does not receive a full strong strike, some of the original planchet chatter will be retained on the shoulder and it also typically results in weakness on PLU and the O of ONE since it is opposite the shoulder. The virtually spot-free surfaces and booming luster add some serious eye appeal to that one

I think it just touches 67. In my opinion, the luster on this one pushes there. The hit on the 'C' in 'Cent' and the second 'T' in 'States' is not that attractive. The chatter on the obverse (shoulder, beard, hair, etc...), I've seen that on 60 to 67 examples before and I've often wondered about it as well. Interested to see what others say about it so I can learn some too! Thanks for posting.

Russ

EDIT: I started writing before you all chimed in. Thanks for addressing the chatter we see Biokemist!

Bio nailed it! Also, remember your looking at highly magnified photo.

If you look closely, you'll see Die Deterioration Doubling which means the coin is late die state (both sides). Look behind Lincoln's head, see the heavy flow lines? For some reason LDS coins tend to have a lot of luster.

Now, what does surprise me is the weak strike didn't keep it out of 67 land. More often than not, they bump down. The coin must have a lot of flash and eye appeal....which we can't tell from pictures.
