My wife pulled L 9599 2169 P series 2009 today. I think the high # for that series is 9600 0000, so this would be 7381 from the end. I understand most people start collecting low serial numbers when they're under 1000. Is it the same with high serial #s? Would this be a keeper?

I suppose if you feel it is a keeper, then by all means keep it! It's only a dollar.

Perhaps keep it until you find another with an even higher number. I've seen others keep and try to sell similar serials.
