I'm coming to this conclusion due to the "grime" left in the recesses of the devices. Very noticeable in the lettering on the reverse (ex. The "F" from OF amd "E & U" from E pluribus unum, amongst others) and the wreath, as well as other areas on the obverse such as the stars, date, hair and wreath.
