It's an VRBS ROMA (City of Rome) commemorative struck in the 330s AD, on of two types struck. One honored Rome, the old capital of the empire (your coin), and the other Constantinopolis, Constantine the Great's new eastern capital.
The obverse of your coin depicted the helmeted bust of Rome. On the reverse is the she-wolf suckling the infants Romulus and Remus, the founders of Rome.
