I'll agree with 1979, but I can find no coin from Iraq that looks like that, the closest I was getting was Egypt... plus the cog wheel reminds me of F.A.O. coins.

Do you have a catalog picture nealeffendi?

Is there any chance of any other 'clue' machaj? I always love these "Please ID this coin" type threads but it's a lot easier to ID a coin if you know the approximate size of it, is it closer to a dime or a silver dollar?

Also did you do a lot of processing on the picture? It looks... 'off' I don't want to say fake but it just looks too crisp, like an artists rendition.

It's from Iraq, and 1979 - December 1979, to be more precise - but it's not a coin. It's a medal of some kind.
