I think it's a piece of lint on the coin. Not an error.

I had something similar on my Roosevelt coin that I posted. It was suggested that it could be a wire struck through with the wire still in the coin. Here's the link to mine so you can compare.

It is not necessarily struck through wire, even a thread fiber will make a mark like that on a proof coin.

I have seen that in 14 proof sets..seems the mint has gotten sloppy to me

yeah probably debris, pic isn't large enough to see exactly what it is. Could be a simple shard of extra metal laying on the surface.

Though this is a Proof cent, the strike through debris can be quite simple, or dramatic

If anyone gets a silver proof set that has a 'z' like strike through to the left on the OBV an a mark on the chin. I'm the one who sent it back. sorry.
