Here's a somewhat intriguing coin that you'd have to consider a bullion issue. Face value is equivalent to $2.75 US, and strangely it is one troy ounce of sterling silver rather than .999 purity as you might expect.

Scratches are on the (original) plastic holder, not the coin itself. Note the hologram feature. The theme seems to be agricultural, but I'm unable to determine from the legend exactly what is being promoted. I do know that Almaty is the largest city in and former capitol of Kazakhstan.

I have found that this coin is cataloged as KM #131, and that mintage was a mere 4,000. I don't have any indication if this was actually struck in Kazakhstan or elsewhere for the National Bank of Kazakhstan.

The composition (Ag 925) is fairly common for collector coins; not sure why this should be called a bullion piece. More information about the coin (and others in that Flowers series) can be found here: http://www.nationalbank.kz/?docid=29&cat_id=25 (page available in English).

... and if that link does not take you to the English language page, try this: On the home page, click on "ENG" in the top right corner. Once you see the English version, click on "Currency of the Republic of Kazakhstan". Then find the "Flora of Kazakhstan" series link on that page ... voilà. :)

I generally consider these sorts of modern issues for which the intrinsic worth far exceeds their face value, and thus were never circulated (nor were inended to), but were instead produced to be purchased primarily as a "collectible" with their precious metal content being a selling point, to be essentially bullion. I grant there can be in some cases a numismatic factor and premium, but I've found that the bulk of them can be bought for the same price over spot as non-monetary rounds and bars, often even when the mintage is low.

In any event, Christian, thanks for the link. It answers my questions.
