The 2010 Poppy quarter from the 2010 PL set has really weird looking rims. The coin is still sealed in mint packaging.

The deformity circles the entire coin.

What would be the cause of this? Any premium for it?

Best Guess: Damage; badly handled at the Mint.

No premium.
In fact worth less than an undamaged coin.
Send the set back (in its original packaging) for a replacement.

wilsonwu89...DO NOT send it back..I ran into the same problem about a month ago..I complained to the Mint, and they sent me another set FREE...At least they were trying.

By the way..the second set was just as bad..oh well.

If most are damaged then there should be a premium on undamaged coins. (Cue everyone rushing to dig their sets out and have a look).
