the philippines on the other..where in the world did this come from..is it american? or philippino?

Both.
It was struck in the Phillipines, which was under U.S. administration at the time.

These were actually struck in the usa. The mint marks are the same as u.s. coinage. The mint mark can be found to the left of the date. The Philippines were part of the United States at the time. It's status during the 1940's as a U.S. Commonwealth was similar to that of Puerto Rico and the Northern Mariana Islands. Before that it was a territory, much like Guam or the U.S. Virgin Islands.
