I presume this would be classified as a token rather than coinage, although being government issued, it may fall into a gray area.

It's a sales tax token.

The obvious question is why was it felt necessary to go to the trouble and expense of issuing such at all when ordinary one cent coins used for making change for everything else seemingly should've sufficed for the stated purpose as well?

This may explain sales tax tokens - they were once used for sales taxes less than a cent. That 1 on yours may be for 1 mill - 1/10th of a cent.
