Machine doubled. Most of the time when it is on the bust outline it is Machine Doubling. The very strong DDO's can affect the bust, but not like Machine Doubling does.
1955 DDO facial devices affected and 1984 DDO shows an extra beard below the beard. These are two I can think of that are probably the only bust altering outside devices on doubled dies.
