Question about the 1973-1976 Olympics silver issues: how were the $5 and $10 silver coins placed into the plastic capsules?

Some coins still in the original capsules are now showing fingerprints on the coins! Not common, but I have seen a few examples of this.

I am amazed that any are still around, considering how high silver got a few years back.
