Is it possible that some series are not collected by date?

Could that be the reason Columbia 5 Pesos made for 30+ consecutive years, with 3 different designs, would have exactly the same value (in Fine, in Very Fine, etc), for every year? (see Krause)

Surely, some years are more plentiful and available than others!

What do you think?

I think Krause is lazy and just tosses out prices with out thinking about them sometimes.

Bill,
Your question is valid, and it is the coin COLLECTORS who will give you
the story. They do the research and have spent a lot of time learning their areas
of interest.
True, there are coins not collected by dates. But that does NOT mean
there are not difficult dates to locate.
Dealers do not have the time, nor the inclination, to learn this. Nor do the makers of lists.
Collectors DO!
Indeed, what you already know might exceed the expertise of Krause.
