What does that mean as I won a graded coin and it says rusty die around date..

Dies are steel. They rust, especially while in storage. This leads to raised dots on the surface of the coin, where rust has eaten away the surface of the die. Like so:

Note, this one also shows extraordinary die polishing - all the lines - in an attempt to remove the pitting.

Does that add value to the coin as the TPG listed it in the header for the coin..

it probably decreases value a little, as most collectors want nice problem-free examples, and there are no (few?) collectors of rusty die coins.

That's not necessarily true of all issues. The coin pictured above is a 1921-P VAM-41B Morgan, carrying a bit of value-added in any grade and getting pretty hefty in the highest grades. The 41A version - having the pitting but lacking the die polishing - would likely command serious money, if you could find one (they're pretty scarce).

It is a 1939 D Mercury dime in MS 66 with FSB with die rust on date.
