I think it used to separate government, business, non-profits, technology, schools etc. But there doesn't seem to be as much rhyme or reason anymore. My guess is it's because of the sheer numbers on the internet. Oh, and if I'm not mistaken, these are "domain" names. So in other words, technology based companies would use .net, non-profits would use .org, etc. I think some still remain, like .edu for schools, and .gov for agencies, but as far as .com, .net, I think it's wide open usage now. Hopefully that doesn't confuse you more....
