Most likely Indian Native States. Problem with these coins (I think) is that they used one set of dies regardless of the size of the actual coin that they were producing. All they cared about was the silver content. The only way to figure these out if you do not recognize the partial design is to go through the SCWC 18th and 19th centuries Indian States section and look at all the pictures that match the metal and weight of your coin. I have heard all my life that coin collectors are the most patient people in the world, I guess this proves it.
