You have to admit the black stuff on this coin is unsightly. At first I thought it was silver oxide and wouldn't come off but I am starting to think otherwise. What do you think?

Well without knowing what the "black stuff" is there's no way to tell if it will come off or not. Your best bet s a long soak in acetone, then a rinse with distilled water with a Q-Tio and repeat to see if it will come off.
