just curious as I noticed it looked different bottom of holder does not say

to have holder replaced if not intact ? thoughts

It is an older holder. You can tell by the seal embossed into the paper.
"Dipping" is not considered cleaning...

It's an old holder but still looks sealed. Coin doesn't seem to be over-graded either. All good.
