I took a quick look - not sure if there is a listing for 1963D RPM (I have a list, but not with me). It could be D/D west but also may be MD.

There are about 1/2 dozen D/D west, good luck!

edit: I meant cents, too early.
003 is west for nics

It looks like machine damage. Note the left upright is reduced in size possibly during the ejection process.
