Looks like a CW rotation. I do see some mintmarks from that period with odd bulges though; not sure if what I'm seeing is RPM or just bulged material. It confuses my eye (brain).

I see evidence from a damaged punch on the upper loop and the lower loop. The punch gets bent and distorts those areas until they replace it. Several years show this.
