Help ID One Old Israeli Coin

Good afternoon everyone,
I cannot identify this coin. I do know it used to be legal tender in Israel, but no longer is. Its value is 10 old Agorot (the subunit of the sheqel), but I don't know which kind of Agorot exactly.
The coin's diameter is 0.8 inch (approximately 2.3 cm).
Please help! Thanks in advance.

date reads from right to left:
5728JE = 1968AD
Until 1975, the 5000 is not on the coin.
If you read the dat from right to left you find :
400 * 300 * 20
after the double qoute is the 8
add up 400+300+20+8 and you have 728; Add the 5000 that is not in the date and you have 5728 JE
(JE = Jewish era)
The mintplace of the coin is very difficult to find. Until now, I have no clue

Thank you very much! I was not familiar with the use of Hebrew letters to convey numbers. How interesting.
What I would still like to know is what is the difference between the coin shown above and this coin (its diameter: exactly 1.5 cm):

neither is the present legal tender in Israel (NIS). Just when was each the currency there? Thanks in advance.

Although both coin have the same Hebrew year on them, the first is made of aluminum and the other is of copper. Did they use to be different currencies or not?
