Obv: DN PLA (VALENTINIAN)VS PF AVG (poss. truncated), pearl
diademed, draped, cuirassed bust right.
Rev: SA(LVS REI)-PVBLICE, Victory standing or advancing
left, holding wreath and palm branch.
Left field: S
Mintmark: RM
Rome, RIC X 2108, rated scarce.

It is Valentinian III, Rome mint, a very nice example. I occasionally find these later Victories, clearly of the rarer emperors, but very few have identifying features for any emperor, so its good to have one with a clear obverse legend.
