Found this buried about a foot down with a metal detector. It is very thin and the back is reverse of the front side. Any ideas what I have here?

A decoder wheel it is. Specifically, the 1937 model of the Radio Orphan Annie decoder pin!

A lot of the radio shows back then, had some mail in give aways that you got for sending in labels or top liners from what ever product was the sponsor. Every week they gave a secret message out at the end of the program.
You should be able to find some of the programs on line and free to down load.
