I have had this dime for a while and just looked a little closer at it. It has some obverse damage so I never really thought much of it. It appears to be a repunched mint mark, I think s/s but I cant find this variety in the Barber dime book. Is this a known variety?

It could be shelf doubling.

I am inexperienced with telling shelf doubling or Machine Doubling from an RPM. There are people who can differentiate between them, they'll be along shortly.

That would be Machine Doubling, same thing as the "shelf doubling" mentioned in the Lawrence reference. You can see a bit on the left side of the ribbon but it is most noticeable on the second leaf from the bottom.

Does Machine Doubling add or subtract from the value? How rare is it?

you'll need a barber reference guide but in all likelihood this type of Machine Doubling is similar to Longacre Doubling on the previous series of dime and in that case, no, this does not share the same variety aspect someone who seeks different die marriages, die defects, misplaced dates, overdates, over mm's, different stages of die degeneration etc...

that is variety hunting and I might be wrong but it seems it was more prominent in the earlier days of the mint versus climbing towards the 20th century
