HRH QE II's profile is instantly recognisable on a plain background, as depictd on UK stamps. Not many other people of note can claim that distinction. 200 billion is a lot of stamps.
With all due respect, has JC Ist ever been depicted on a stamp, just his head? I can't recall ever having seen him depicted in profile.

JC has appeared on only a miniscule fraction of the coinage that Elizabeth II has. Usually only historically, more often than not with his mother also.

The first depiction I am aware of of Elizabeth on a piece of money was on the Bank of Canada $20 from 1935 when she was just Princess Elizabeth, and not even next in line to the throne, her Uncle David, aka King Edward VIII was. So Elizabeth has been on money beginning in 1935 which makes now 72 years.

JCwVM appeared on Hungarian Denars from the 15th century on up into the 18th century, with Byzantine emperors ca. 7th century on up into the 13th century. Bavarian Thalers from the 17th-19th century etc. Unlike having a monarch on stamps or coins, some Christian beliefs are against having graven imagery of their worshiped one on evil things like money etc.

So for that reason IMHO there will be far more images of HRH QEII on money etc. than images of JC.

Bob, I had a quick look in my collection and came up with these. I have about 10000 stamps and found 10, so I suppose 1 in 1000 means there could be quite a few out there.

OT ? for our Aussie mates, does Hutt River Province still issue new coins and banknotes? I haven't seen any but older ones for sale lately.
