Well without any obverse details this is going to be difficult. I'll see what I can find using just the reverse.

Well, I don't know. Not many emperors used the word ANNO above the letter. I only know of Phocas, but the regnal year doesn't match. He only ruled for eight years.

I'm pretty sure it's heraclius (monogram to left on reverse), obverse with heraclius, heraclius constantine, and empress martina.

Chris you nailed it. I had a hard time with this one. Sear has a terrible example in his book.
