If it was a rare date, I would have questioned its authenticity. Being that it isn't, I would say it was altered post-strike, possibly some sort of chemical treatment.

At first glance this looked to me like one of my experiements where I took a wire brush on a dremmel and put it to the coin...

My next guess is salt water corrosion...

Coin Scavenger....Look very closely at the coin...is there any sign of very small see through bubbles on the surface..?

Yes it looks like weathering or an acid or chemical reaction.
