1937 Matte Dollar Doubled Date

Well in my early collecting days I encountered an ICCS sp-64 matte dollar but the flip says double date, I looked at it with my loop and sure enough it was strongly doubled, my chance to buy it for $400 of something like that is long gone now but I just had to know

.have any of you seen this before?
.would it be marked doubling if it were strike damage?
.would it be worth a premium if the doubling was Strike Doubling but strong enough to be commented on?
Was the $400 a good price?
