I was at the bank and the teller who knows me said she had some halves that I might be interested in. I bought them, hoping for silver, but was mildly surprised when the entire roll were 1997d halves. Some of the halves have interesting 'moon' toning, as if they toned when the coins were overlapping. Are these annealing problems?

I don't think so. They look NT to me.

I don't know how 1997 halves were packaged for shipping but I believe you are correct that they were overlapping.
That's not unusual for coins bagged at the Mint.

I've seen this type of toning before, but not sure how it happens. My guess had always been that something had been spilled on a pile of coins. Could also be toning from long-term storage in the mint bags if the bags aren't exactly coin-safe.

My guess would definitely be from mint bags... Much like many Morgans toned. I suppose if they sat in those bags pretty much since they've even minted it's quite possible

You hit it on the nose. Probably happened in the bag; it's pretty frequent with Morgans and I can see it happening with Kennedys which were produced in numbers far greater than circulation demand as well.
