Charlton's says remainder will be unsigned or have the word defunct to the left of the signature.
"Dipping" is not considered cleaning...

The only other thing I would take a close look at is the type of ink on the signature.. make sure it's legit.. I can't tell from the photo provided..

The signature is correct, I have another note from the same year, but earlier note.

I have determined that this note is a remainder - I plan to get it graded, it's a nice addition to my collection

Hello DBM - I have the 7th Edition of Charlton guide to Canadian Chartered banknotes. On the page (537) with the notes listed for Westmorland, there is a picture of this note and the serial # is off by only 8 digits (13563)and it has been cataloged as being a remainder. Therefore, I based my decision on that. It's unfortunate that I couldn't put in a nicer picture of the obv for you to see how bright and attractive it is. I will be sending it in to be graded (PMG) this August, hoping that it comes back AU or maybe MS. It's quite crisp and even can feel some embossing around the center area. Thanks for your interest.
