It looks like it a machine damaged large date for that year. Remember the ]b\1968-1972[/b] cents have a lot of Machine Doubling on them. The 1970-S DDOs show a line above or below the date. From the image it appears as machine damage. Maybe a closer look if the doubling is just on the 7 or 0. But it appears the 9 is also affected. Which it should not be on a hub doubled example.

Thanks for the last image. I can see machine damage also on the mint mark. Another sure sign of machine damage.
