I think this is a 1958 Franklin Silver Half PLURIIBUS ERROR coin.

I could not find that variety listed on the NGC Franklin Variety List but it might be listed elsewhere.

Actually, die chips, cracks, gouges, breaks etc. are not true mint errors. Just normal anomalies caused by the minting process due to die
wear/deterioration etc.
