This looks like the two sides were combined together. I'm not sure if any legitimate coins were made like this or not. Does anyone have any ideas?

Looks Cast Counterfeit to me.

No doubt it is a fake, You can clearly see the casting line along the edge and the bubbles on the flan.

If by "like this" you mean "with this design", then yes, legitimate coins were indeed made like this; they are among the rarest and most highly sought after of ancient Greek coins. Needless to say, they are also among the most heavily copied and counterfeited.

If, however, you mean "with a joining seam around the rim", then not really, no. Such a seam is almost always a sign of casting; the "seam" is where the two halves of the mould came together.
