It looks like the mint mark is set left and possibly tilting left. Close up of the mint mark?

I think it is either VAM-19 or 36. The mint mark position slightly better matches 36 but I do not see the cootie on the jaw.

There's a ton going on inside the mint mark; it sure looks like an S/S of some sort. Can we maybe get a detail of the date?
