I bought something that was advertised as ANACS certified and an 1889 Morgan. What I got was some silver dollar investment club 1885O.
I opened a case and my money was cheerfully refunded.
So what do I leave for feedback. Hmm... on one hand, they sent you the wrong coin. On the other, without an issue you received a refund.
I think I'd give them the benefit of the doubt and say that they didn't send you the wrong coin on purpose and leave neutral feedback.

If the seller gave you NO explanation (and apology) IMO he's trying a scam. Neg him.
If he gave some sort of explanation then decide how likely it is and go from there.

I'm having a hard time seeing this as a deliberate scam, it'd take a pretty....slow....buyer to fall for something like that. Me, I'd probably leave no Feedback at all.

You are out shipping costs after getting the wrong coin? Bad seller  That at least deserves a Neutral and hammering of the DSR for item description. I recently sold a 2011-S Kennedy NGC PF70 but I accidentally shipped out a 1967 NGC SMS67, it was the first time I ever shipped the wrong item. The buyer was understanding but it is my obligation as a seller to make the buyer whole in that situation. I issued him a partial refund of $5 which more than covered the return shipping costs and I also included a regular unc 1967 Kennedy in the 2nd shipment as a bit of a joke on myself

Did you pay for return shipping. If I'm sent a wrong, bad, etc, coin, I expect the seller to pay for return shipping. In your case, no way would I pay for return shipping. The 'cheerful' return of money thing sometimes bothers me. It's like eating in a restaurant with a lousy waitress with an attitude problem, but when it comes time for the check, she brings it with a big smile hoping for a nice tip. Probably no feedback from me.
