Yes it is a repunched date. 1864 LM series have a lot of different RPDs, more than I care to count, If I had to guess I'd say somewhere around 40 different ones. This particular one is actually a triple punched date, most evident on the 1.
Kevin Flynn calls this one a RPD-003 or his old classification it would be KF-L5-TPD
Frank Leone lists it as - 1864LM 3C (64LG-3o1r) Frank also notes this variety was struck from two different planchet types, Normal with squared off edges (also used on all other 2¢ pieces) and the second planchet type with rounded edges, also noted the second type is usually found with a high proportion of rim burr errors.
Walter Breen also list this variety as - 2376
Cherrypickers ID is FS2.001.7 (sorry don't have the newer book to cross reference to their latest IDs).
Not a particularly tough RPD to come across, though still quite interesting. Upon close examination you should see die chip above the left tip of the banner, and one on the leaf, under the RU in TRUST as well as a heavy horizontal die scratch from the right side of the shield and the leaves. On the reverse there is a die crack that runs through the top UNIT in UNITED the rim above the T should show signs of tooling. The serif on the D in UNITED is complete.
A small premium on these is found.
The serif on the D (reverse) is a way to differentiate a lot of the varieties, as there is also a quadrupled repunched date that is very similar, but it shows an incomplete serif on the D.
